This study examines the relationship between learning organization dimensions and transformational leadership practices among middle leaders in Oman’s Ministry of Higher Education, Scientific Research, and Innovation. Adopting a descriptive, correlational approach, the study utilized a validated questionnaire applied to a sample of 215 employees to collect data.
The findings indicate a high level of learning organizational dimensions within the ministry, alongside a strong practice of transformational leadership among middle leaders. Moreover, the study identified a statistically significant positive correlation between the availability of learning organization dimensions and the application of transformational leadership, suggesting that fostering a learning environment enhances leadership effectiveness. Based on these results, the study recommends intensifying efforts to strengthen the learning organization culture by promoting awareness and encouraging employees to engage in continuous learning practices. Enhancing these dimensions can further support transformational leadership development, contributing to improved institutional performance
