A Perception of a Proposal to Establish a Crisis Management Unit in the Ministry of Education in the Republic of Yemen in the Light of Arab and International Experiences

Abstract

The purpose of the research is to find out the reality of the role played by the Ministry of Education in the Republic of Yemen in the management of educational crises. and to identify the Arab and international experiences in crisis management, by using them in building a proposed scenario for establishing a crisis management unit in the Ministry. The recearcher used the descriptive method and distributed a questionaire on (268) of the leaders and employees of the Ministry of Education and its offices in the governorates. The research found that the reality of the role played by the ministry in the management of educational crises was not at the required level. The research, drawing on Arab and international experiences, came up with a proposal to establish an educational crisis management unit in the Ministry of Education to planning, following-up, and coordinating. What exists is only a committee formed by the ministry to manage crises. This unit includes: Vision, mission, goals, tasks and organizational structure; as well as the tasks of each administration within the structure.
